Starfish can be pickpocketed from [[Fisherman|Fishermen]] (25% chance) at Level 3 [[Crime]], which is a slow but reliable source. At time of writing, the Fishermen refuse to reveal their source of Starfish.

If you have the [[Mining]] level to mine [[Palladium Ore]], you may want to brew Potions of Mining from level 20, to save you the click-intensity of pickpocketing:
