Simply using the "Talk-To" option and keeping the message box open will freeze the NPC. With high enough defence, you can also attack an NPC yourself to prevent wandering. Turning off auto-retaliate will keep the NPC attacking you while they are pickpocketed. This appears to have no effect on pickpocketing success rates.
